Notification of Sole Source Procurement. In accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the Government intends to limit sources to Leidos for continued fieldwork (i.e., well installation, vertical aquifer profiling, and sampling) that will be required for successful completion of the remedial investigation that is currently ongoing by Leidos under a previous contract.

Currently, there is known PFAS contamination in groundwater at the project site, and the current Remedial Investigation is intended to delineate the nature and extent of PFAS contamination, as well as VOC and SVOC contamination, and to determine if there is unacceptable risk to human health and the environment.

This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be receive no later than 1000 AM Eastern Time (ET) on 02 February 2024 to MAJ Lesa Sylve at lesa.b.sylve@usace.army.mil.
