ED Mental Health Padded Floors and Walls

The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to award a sole-source, firm fixed, contract to Construction Services Group, Inc., 1022 Physicians Drive, Charleston, SC 29414. The Padded Flooring, Walls, and Doors for ED Mental Health Seclusion Rooms being procured for the Ralph H. Johnson Department of Veterans Affairs Medical Center, 109 Bee ST., Charleston, SC 29401. Therefore, the Government intends to solicit and negotiate with only one source under the Authority under FAR 13.106-1, which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

The contract will be a firm fixed price contract with the NAICS Code of 238320. A Single Sources Justification has been prepared. This is a one-time services requirement. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 pm EST on Tuesday, March 6, 2024. No telephone inquiries or emails with questions will be accepted.

System for Award Management (SAM): Rule requires a firm to be registered in the SAM Registration Data Base (SAM), prior to award of any contract and agreements.
