Notice of Intent to Sole Source - The Arbinger Institute

The U.S. Department of Agriculture, Rural Development, Procurement Management Office, Contracting Operations Division intends to issue on a sole source basis with The Arbinger Institute, 686 Arbinger Way Suite 200, Farmington, UT 84025 a 2-day leadership training for all GS 13, 14, and 15 team leads, supervisory staff and support staff.

The Arbinger training that is offered is an in-depth training program that covers various aspects of leadership, conflict resolution, and team dynamics often emphasizing deep personal and cultural shifts acknowledging other’s perspective which leads to clearer, more empathetic communication, reducing misunderstanding and conflicts.

The training approach emphasizes the importance of seeing others’ perspectives and fostering collaborative relationships to drive positive outcomes and is customized to provide critical solutions by providing actionable tools and strategies that can be at once applied to enhance leadership, communication, and problem solving.

The North American Industry Classification System (NAICS) Code is 611430. The resulting contract will be for a 2-day period, with a period of performance from September 17, 2024, through September 18, 2024. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice of intent is not a Request for Proposals (RFP) or Request for Quote (RFQ).

Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but no later than 12:00 pm (EST) on August 22, 2024. E-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. The government assumes no financial responsibility for any costs incurred or associated to this notice of intent.

Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
