Notice of Intent - VFSS Control Upgrades

The Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) – Soliciting from a Single Source to ABB Inc., a large business. This anticipated contract action will be a firm-fixed price, five-year requirements-type, Indefinite-Delivery Contract (IDC) for Variable Frequency Starting Systems (VFSS) control upgrades.

The North American Industry Classification System (NAICS) code for this acquisition is 335311, Power, Distribution, and Specialty Transformer Manufacturing, and the Product Service Code (PSC) code is 6110, Electrical Control Equipment. The requirement is to be delivered Free on Board (FOB) Destination to Arnold, AFB, TN within 12 months after receipt of order.

This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement in its entirety.

A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to the Contracting Officer, brogan.fullmer@us.af.mil, and Contract Specialist, virginia.jones.6@us.af.mil, prior to the notice closing. No faxed documents will be accepted. If no responsive statements are received, an award will be made.
