The U.S. Department of Energy, Office of Fossil Energy and Carbon Management (FECM=) plans to issue a purchase order to S&P Global. ES&P Global offers a comprehensive set of data, analysis, forecasts, and reporting on a wide range of energy sectors including crude oil, refined products, natural gas, LNG, power, and clean energy both internationally and domestically. Multiple offices in DOE have relied on S&P for years to inform their work in these respective sectors.

S&P also grants access to their experts for ad-hoc questions and for general updates and briefings. S&P also offers quality checks of natural gas and LNG export data which uses the real-time tanker tracking and flow data maintain exclusively by S&P and vital to monitoring international compliance with laws and regulations. The Government intends to award a sole source purchase order to S&P Global.

The period of performance for this award will be one (1) year from June 14, 2024, through June 13, 2025, with four (4) one-year (1) option periods. The award will be issued via other than full and open competition, only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; no solicitation is available for this requirement.

If a firm believes DOE should not pursue this sole source procurement with S&P Global, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 15 days from posting date via e-mail to Kelley Vandecoevering, kelley.vandecoevering@hq.doe.gov. The written response must include a general statement for services indicated in this announcement and past performance client information for a similar product.

A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. No solicitation is available for this requirement. No telephone calls will be accepted.
