July 09, 2024, DIL Re-compete Revised Acquisition Strategy As discussed during the PALT session, held on July 09, 2024, PEO STRI and ACC-Orlando have revised the acquisition strategy for the Digital Integration Laboratory (DIL) re-competition requirement. The effort will no longer be re-competed under a total small business set-aside.

In collaboration with our PEO STRI business partner, updated market research has revealed an opportunity for the Government to move the DIL requirement to the Live, Virtual, Constructive – Integration Architecture (LVC-IA) contract, W900KK-22-D-0007. Through updated market research and the performance of an in-scope determination between the LVC-IA and DIL requirements, the Government has identified tremendous benefit to move the DIL effort to the LVC-IA contract vehicle.

The DIL requirements have the same scope as the LVC-IA contract scope, the LVC-IA contract has sufficient contract ceiling, and the PoP remaining to support the DIL requirements. The revised acquisition strategy also provides additional benefits to the Government in regard to cost savings, schedule benefits, and resource allocation. The decision to move this requirement also took into consideration prior social economic acquisition strategies and concerns.

The revised acquisition strategy will continue to support the LVC-IA and DIL requirements by retaining these efforts under the woman owned small business socioeconomic category once transitioned to the LVC-IA contract.
