INTENT TO AWARD TO A SINGLE SOURCE - Kelley Create

The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Management and Budget Acquisition Office, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kelly Connect (DBA Kelley Create), to replace 7 copier machines and provide continued ongoing maintenance for all Xerox machines at the Juneau, Alaska and Anchorage, Alaska offices.

In addition to the seven copiers to be replaced by this contract, the Alaska Regional Office will have six retired machines, for a total of 13 copiers that will be appropriately disposed of by the contractor. The contractor must procure seven (7) copier machines, equivalent in functionality and structure as the Xerox Versalink C625 Multifunction Printer and meet the requirements. The Alaska Region currently uses Xerox machines.

To ensure efficiency of maintenance and management of these machines, the Region must use the same brand (Xerox) throughout the FMC’s offices. This allows for a single vendor to effectively service all machines at once as well as FMC customers and users to have ready familiarity of the various machines throughout the office. Inventory to to include printer cartridges and kits required.

The contractor shall provide ongoing maintenance and supplies to the Alaska Regional Office to facilitate effective copier machine use, as well as troubleshooting and providing service repairs, as needed and quickly Base Year – Date of award to September 1, 2025. Tasks 1, 2 and 3 must be completed within 120 days of award.

Task 4 begins after initial installation to the end of the Base Year, with the potential for the following four option years: Option Year 1 – October 1, 2026 - September 30, 2027 Option Year 2 – October 1, 2027 - September 30, 2028 Option Year 3 – October 1, 2028 - September 30, 2029 Option Year 4 – October 1, 2029 - September 30, 2030

The sole source determination is based on NOAA’s requirement that Kelley Connect (DBA Kelley Create) is the only authorized Xerox distributor for Juneau and Anchorage Alaska who provides both the copiers and follow-on maintenance and supplies required for these machines.

Delivery is expected within 120 days of Award, with Service Period of Performance to begin immediately.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
