Notice of Intent to Sole Source USAGM FM Broadcasts in Limuru (Nairobi) Kenya

THIS IS A NOTICE OF INTENT This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action. The North American Identification Classification System (NAICS) code is 516110 – Radio Broadcast Stations. The SBA size standard is $47,000,000. The proposed contract action is for FM Radio Broadcast Services in the Nairobi Kenya area.

The U.S Agency of Global Marketing (USAGM) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 by entering into a sole source contract with Solutrix Limited, Bemuda Plaza, A2, Ngong Road, Nairobi, Kenya The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Solutrix Limited is the only known source able to provide the required high quality FM broadcast services from its facility located near Limuru, Kenya to the listener audience in Nairobi, Kenya and the surrounding area. The Period of Performance is:

Base Period: July 01, 2024 – June 30, 2025 estimated at $ 93,800.00 Option Period One: July 01, 2025 – June 30, 2026 estimated at $ 93,800.00 Option Period Two: July 01, 2026 – June 30, 2027 estimated at $101,180.00 Option Period Three: July 01, 2027 – June 30, 2028 estimated at $101,180.00 Option Period Four: July 01, 2028 – June 30, 2029 estimated at $109,400.00 Total estimated value: $499,360.00 The only acceptable vendor for this service is:
