Department of Education National Assessment of Education Progress (NAEP) Assessment Content Team Solicitation

The U.S. Department of Education (Department) releases this solicitation titled the “National Assessment of Education Progress (NAEP) Coalition of Teams” on behalf of the Department’s Institute of Education Sciences (IES). NAEP is the nation’s largest, longest running and most highly regarded nationally representative assessment of student achievement in the United States.

NAEP serves as a national yardstick of student achievement, informing the public about what America’s students know and can do in various subject areas, including civics, mathematics, reading, science, writing, and U.S. history. The NAEP coalition Teaming contracts will be solicited under three (3) separate Request for Proposal (RFP) on sam.gov to cover each coalition teaming tasks, totaling eight (8).

All NAEP assessments have critical path processes that are conducted by individual contractors as part of the overall team and Coalition of contractors; however, they are dependent upon one another for completion to meet the needs of NAEP. The Department intends to enter into the following three (3) contracts with qualified entities to establish one (1) team of contractors to carry out the NAEP Coalition teaming tasks that make up the Assessment Content team.

The period of performance for each NAEP Team Coalition contract, will be for one (1) 12-month Base Period and four (4) 12-month optional years.

Clarification Questions: The Department will accept clarification questions from potential offerors. Proposal Submission: Proposals must be submitted electronically by 10:00 AM (Eastern Standard Time) on September 16, 2024. Amendment 01 - As follows:

Adds attachment "91990024R0008 All Questions with Responses" excel.doc Add attachment of updated version “91990024R0008-NAEP Assessment Content_V2_8.2.24” which clarifies on page #67 that the Data Security Plan can be included as an appendix and corrects the reference in final bullet on page #70 relating to performance metrics and updates the list of attachments.

Adds attachment of updated version of "Attachment A - NAEP Assessment Content Team SOO_V2_8.2.24" which 1) revises subsection 11.1.6 for all 3 tasks to reduce redundancy, 2) adds a reference chart of historical estimates for the special size studies to all three tasks subsections 11.2.1, 3) removes references to “Firm Fixed Price” from subtask headers to avoid confusion and allow offerors to decide and propose the appropriate pricing structure, and 4) adds additional clarification points to various task subsections to ensure offerors technical proposal aligns with the departments objectives.
