U001 - EDUCATION/TRAINING- LECTURES NAICS Code: 611430 – Professional and Management Development Training Place of Performance: Bethesda, MD 20889 Description THIS IS NOT A REQUEST FOR QUOTE / PROPOSAL The Defense Health Agency (DHA), Northeastern Markets Contracting Division (NM-CD), on behalf of Walter Reed National Military Medical Center (WRNMMC), in support of the National Capital Region Pain Initiative Clinic, intends to award a firm fixed price contract on a sole source basis to Jay Sandweiss, D.O.;P.C., 417 S 4th Ave, Ann Arbor, Michigan, 48104. The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition pursuant to FAR 13.106-1 (b)(1) Soliciting from a Single Source for Purchases not exceeding the simplified acquisition threshold.

The contract is intended to procure Osteopathic Manipulative Medicine training sessions for treating pain and dysfunction without drugs and surgery. This training will focus on two of the treatments in functional medicine (root causes), but specifically Osteopathic manipulative treatment, or OMM, is hands-on care. It involves using the hands to diagnose, treat, and prevent illness or injury. This notice of intent is NOT a request for competitive proposals or quotations.

Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Phone calls will not be accepted. A determination by the Government to not compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

Interested parties may identify their interest and capabilities by responding to this notice no later than 10:00am EST, Tuesday, February 20,2024 by email to judith.s.meynard.ctr@health.mil and cc: gregory.m.crump.civ@health.mil All information submitted should support the offeror’s capability to provide the training required and shall be furnished at no cost or obligation to the Government.
