INTRODUCTION This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air Warfare Center-Aircraft Division (NAWCAD) at Patuxent River, MD has a requirement for Forward-Looking Infrared (FLIR) Emitters (FE) for the Joint Multi-Spectral Target Board (JMTB). NAWCAD intends to issue a Sole Source C-type contract to 1100 Energy Corporation (1100 Energy) based in Bowie, MD to fulfill the requirement.
GENERAL INFORMATION NAWCAD required an open-air target board capable of supporting FLIR resolution/sensitivity and laser designator/rangefinder/illuminator flight tests. This requirement for the Joint Multi-Spectral Target Board (JMTB) and the FLIR FE had been partially met via U.S. Army contract, W900KK-20-D0003. Under that contract, the JMTB was designed to use the FLIR FE produced by 1100 Energy.
1100 Energy has developed and tested novel infrared (IR) thin film emitters for multi-spectral IR display (MSIRD) systems, such as the JMTB. The underlying emitter technology is unique to 1100 Energy, Inc. and meets Technology Readiness Level requirements for thermal control of each FLIR emitting pixel. The 1100 Energy brick is designed for the JMTB array format and outfitted for housing two laser radiometers. The 1100 Energy brick mechanical, electrical, and software design is complete.
It has been demonstrated to fully meet the thermal and pixel resolution for form, fit, and function required to support Navy Use Cases. 1100 Energy, has proven form, fit, and function, as demonstrated by a multiple brick demonstration for command and control of an array of bricks needed for the FLIR camera simulation system with video processing for integration on JMTB.
There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
