Notice of Intent

U.S. Naval Forces Europe and Africa / U.S. Sixth Fleet (NAVEUR/NAVAF/C6F) intends to negotiate on a sole source basis under the authority of FAR 6.3 from OneBrief of Honolulu, HI to provide a collaborative software solution to support planning and operations for NAVEUR/AF, with potential expansion to include Commander, Sixth Fleet (C6F) and subordinate Component Task Forces (CTFs).

The desired software should be accredited for and should allow global collaboration capabilities for planning and conducting operations in competition, crisis, and contingency scenarios across Impact level (IL)-4/5 (NIPR), IL-6 (SIPR), and IL-7 (JWICS) networks. Key features include customizable dashboards for diverse working groups and projects, enabling the display and simultaneous manipulation and editing of military orders, timelines, command relationships, and maps.
