Notice of Intent to Sole Source The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Walter Reed Army Institute of Research (WRAIR) intends to negotiate on a sole source basis in accordance with FAR 13.106 with vendor Helix Biotech for the acquisition of a Nova Benchtop Microfluidics device. The device will provide essential services for the encapsulation of mRNA’s for delivery into cells.

This procurement will include the purchase of the microfluidics device with all ancillary components as well as delivery, self-installation with virtual support, virtual training, and a one-year manufacture warranty. The item is a chip-less, scalable, highly flexible modular system for producing lipid nanoparticles. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. Eastern Time, 16 January 2025 to Ms. Natalie Bethel at natalie.l.bethel2.civ@health.mil. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.

Responses will be evaluated, however a determination by the Government regarding the competion status of the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
