Session Initiation Protocol (SIP) Circuit Single Source Notice

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES The 97 AMW at Altus AFB, OK 73523-5069 requires Session Initiation Protocol (SIP) trunks to replace current Primary Rate Interface trunks and provide commercial local and long distance calls for the base. The 97th Contracting Squadron intends to make award to AT&T (CAGE: 0LUL1), due to only one source being capable of providing the fiber optic presence necessary for the Session Initiation Protocol (SIP) trunks.

The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.

Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement. Capability statements are due on 27 September by 11:00 AM CST.

Capability statements and supporting documentation provided after the due date listed above will not be reviewed. Please see attached Single Source Justification for further information.
