Manta Relay Test Sets

Notice of Government's Intent to issue a Sole Source requirement to Doble Engineering Company for Doble Manta MTS-5100 Relay Test Set. All responses must be submitted to Drew Mika at amika@wapa.gov. This is a Notice of Intent to Award a Sole-Source contract using the simplified acquisition procedures of FAR Part 13. The Western Area Power Administration intends to award a sole source contract for the above services to Doble Engineering Company.

The proposed contract action is for products or services for which the Government intends to solicit only one source. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. A determination by the Government to not compete this proposed purchase order/contract based upon any responses received from this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether competitive procedures could be used for this acquisition. The authority for this acquisition is FAR 13.106-1, which permits soliciting from a single source if the contracting officer determines.

Product Description for Manta MTS-5100 Relay Test Sets: MTS-5100 Protective Relay Test System (Quantity 6) All-in-one protective relay tester with direct, front panel interface for all functions with exceptional productivity-boosting features including intelligent multi-phase adjustment, specific relay test modes, and graphical phasor display.

Includes 4-phase AC/ DC voltages, high VA 6-phase AC currents, contact/voltage inputs, contact outputs, analog transducer inputs, sequence of events recording, waveform capture capability and GPS receiver. Performs semi-automated testing, transient waveform playback, and end-to-end testing proficiently without a PC.
