NOTE: All potential bids that Sol 89503224BWA000061 is hereby recinded. Prospective bids to the Ault Substation Stage 10 Project should be to submitted in accordance to Sol 89503224BWA000062. The Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) has a requirement for a Contractor to provide labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The principal components of work include the following:

a. Ault Substation:

1) Removing three (3) oil filled reactors and installing six (6) single phase air core reactor units (GFE). Removing six (6) single phase CCVTs and installing six single phase CCVTs (GFE). Installing two (2) single-phase VTs (GFE).

2) Demo existing reactor foundations. Furnish and install new aluminum structures and concrete foundations for electrical equipment.

b. Windsor Tap: 1) Removing two (2) 3-phase line switches and installing two (2) 3-phase line switches (GFE) at Windsor Tap.

c. Hygiene Tap: 1) Removing two (2) 3-phase line switches and furnishing and installing two (2) 3-phase line switches at Hygiene Tap. The work is located near Ault, CO as shown on Drawing AU 0015, Longmont, CO as shown on Drawing HG 0015, and Windsor, CO at coordinates 40°25'12"N 104°52'21"W. The anticipated period of performance is 365 calendar days after Notice to Proceed. The estimated magnitude of construction is between $500,000 and $1,000,000. FAR Part 14 is being utilized for this requirement.

The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $45.0M. The solicitation including specifications and drawings will be issued electronically on or about 18 June 2024 at the following sites: https://www.fedconnect.net and https://www.sam.gov.

NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
