Annual UTC Membership Renewal

The Western Area Power Administration, Headquarters Office has a requirement for annual membership to Utilities Technology Council (UTC) to access their Power Line Carrier (PLC) Database. FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures [or FAR Subpart13.5] is being utilized for this requirement. WAPA intends to award, on a Sole-Source basis, to UTC to access the PLC Database.

This notice is meant as a notice and is not considered a Request for Quotes, however any comparable solutions will be considered. The applicable NAICS Code is 813910 – Education/Training – Tuition/Registration/Memberships; Size Standard is $15,000,000/yr. This notice was issued electronically on December, 16, 2024, and responses are due by Close of Business December 19, 2024. WAPA’s Engineering department requires access to the PLC Database administered by UTC.

This Database provides WAPA with PLC transmitter information among all PLC’s in the United States. WAPA uses this information to ensure that our PLC transmitters perform reliably and do not interfere with another PLC’s transmitters. UTC is the only organization that maintains this nation-wide PLC database. The FCC and other PLC users also refer to UTC as the only provider and administrator of this database.
