NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATIONS.

THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The Department of Energy (DOE), Office of Headquarters Procurement Services (MA-64), intend to negotiate on a sole-source basis and award a 4-month logical follow-on to an existing order to GSA schedule contract# 47QRAA22D0079, Decibel Management, LLC, 650 Massachusetts Avenue NW, Ste 600; Washington, DC 20001-3979.

This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C) entitled, “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.

The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.” The Office of Management (MA) mission is to provide the DOE with centralized direction and oversight for the full range of management, procurement and administrative services. These services include managerial support functions that are critical to supporting the mission of the Department and its varied program offices, as well as keeping the Headquarters facilities operating.

Overall, MA is responsible for all related activities to fulfill the Department’s multitude of missions through its business relationships. The DOE's MA is looking to update its Forrestal Exhibit project to align with the new potential direction of Department’s Front Office Staff. The overall project is to promote awareness of the Department’s mission, vision, and programs as well as to inform visitors of more information about DOE. This project supports the DOE mission and Enterprise-wide improvement efforts.

As the direction of the Department changes, the mission and vision are realigned to support the direction. The delivery schedule of this requirement is for approximately four (4) months. The updates/revisions are centered around one exhibit, and it will call for creation, installation, and shipping/handling costs.

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 14 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government’s claim.

The Government reserves the sole discretion to determine whether to proceed with a competitive procurement based on responses to this notice. Responses must demonstrate how the required items can be provided without jeopardizing ongoing projects or impeding transition. If no affirmative responses are received within 14 days, a contract will be awarded to Decibel Management, LLC. NO SOLICITATION IS AVAILABLE.
