Notice of Intent to Sole Source to Perkin Elmer U.S. LLC In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to PerkinElmer U.S. LLC to renew the service maintenance agreement for the following pieces of PerkinElmer laboratory equipment, as identified below, for one year: 10/01/2025 – 09/30/2026.

1. S10AUTOSAMPLER (Serial No. 102S13041419) 2. S10AUTOSAMPLER (Serial No. 102S9062328) 3. OPTIMA 8300 CONCENTRIC (Serial No. 078S1306246) 4. TITAN 8 POS SYS 230V 50/60HZ (Serial No. 313X4060302) 5. POLYSCIENCE CHILLER (G52601) 6. ASSY- NEXION 350 D TOP LEVEL (Serial No. 85DN6082701) 7. CHILLER-1HP 230V/60HZ TP QUIET (Serial No. 1807-04734) 8. ICP Software 9. MAS Software PerkinElmer U.S. LLC is the only authorized service provider due to this service being proprietary for the above instruments identified.

These are instruments are brand name specific and contain unique specifications in which only the original equipment manufacturer (OEM) can maintain, service, and repair. These instruments must be properly maintained to ensure high quality research results. To assure continued safe, reliable, and satisfactory operation of the manufacturer’s instruments; maintenance, service, repair, replacement parts, software, etc. must be obtained from the OEM.

Perkin Elmer is the sole source provider of factory authorized training for their service representatives. Service performed by parties other than Perkin Elmer could invalidate warranties and service agreement obligations.

Failure to continue the maintenance agreement will put NETL at risk of failure or loss of service that could severely impact the organizations’ ability to operate in an efficient and effective manner and it has been confirmed that no other authorized company can provide this type of service maintenance agreement. This notice of intent is not a request for quote/proposal.

Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on June 4, 2025. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
