Notice of Intent to Sole Source two Model R-axis-a Custom Rotational Axis Rotary Tables for the Radiological and Environmental Sciences Laboratory.

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), Radiological and Environmental Sciences Laboratory (RESL) intends to award a purchase order on a sole source basis to Hopewell Designs Inc. The US Department of Energy Radiological and Environmental Sciences Laboratory (RESL) currently uses rotary positioning tables and linear positioning systems in conjunction with isotopic gamma irradiation systems used for the US Department of Energy Laboratory Accreditation Program, required by 10 CFR 835, of the performance testing samples that RESL produces to administer these programs.

The irradiator systems and associated instruments are unique and use proprietary electronics and hardware that only HDI produces. The requested rotary tables will upgrade beta and gamma irradiation systems and run from the proprietary software and hardware from HDI to ensure the continuity of operations for RESL’s irradiation facility. HDI is the only company that can provide this support due to the unique and proprietary nature of this equipment.

The equipment and installation must be compatible in all aspects (form, fit, and function) with existing systems and software presently installed. No known potential alternate sources exist which could satisfy RESL's requirement. This notice of intent is not a request for quote/proposal.

Any interested party that believes it can meet the RESL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM MST on September 27, 2024. Responses must be submitted in writing to the contract specialist, Peter Hawkes, via email at hawkespd@id.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
