Notice of Intent to Sole Source a Service Maintenance Agreement for the Radiological and Environmental Sciences Laboratory.

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), Radiological and Environmental Sciences Laboratory (RESL) intends to award a purchase order on a sole source basis to Thermo Electron North America LLC. RESL requires continuation of coverage for the maintenance of two Thermo Electron iCAP RQ Quadrupole ICP-MS Spectrometer Instrumentation which contain unique specifications in which only the original equipment manufacturer (OEM) can maintain, service, and repair.

The microanalysis tools(software) along with the associated hardware must be properly maintained to ensure high quality research results. The support plans will ensure continued safe, reliable, and satisfactory operation of the manufacturer’s instruments. Maintenance, service, repair, replacement parts and software must be obtained from the OEM.

This is considered a sole source to Thermo Electron North America LLC. as to the best of the RESL’s knowledge, based on market research conducted, Thermo Electron North America LLC. is the only known source that can offer the required comprehensive Maintenance Agreement for RESL. No known potential alternate sources exist which could satisfy RESL's requirement. This notice of intent is not a request for quote/proposal.

Any interested party that believes it can meet the RESL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM MST on September 27, 2024. Responses must be submitted in writing to the contract specialist, Charles Dutkevitch, via email at dutkevcd@id.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
