Notice of Intent to Sole Source for SAFRAN Risk Mangement Software

NOTICE OF INTENT TO SOLE SOURCE: The Department of Energy, Idaho Operations Office (DOE-ID) intends to issue a sole source award utilizing Simplified Acquisition Procedures to SAFRAN Software Solutions, LLC for the acquisition of risk management software licenses and a maintenance and support plan.

DOE-ICP proposes to acquire three (3)-qty, part No. SPR-PERP-4702, Safran Risk Named-User, Perpetual License, cost and schedule risk analysis software, and three (3)-qty, part No. SR-MAINT-9702, Maintenance & Support, Safran Risk, 24-month access to latest software updates and technical support.

This award will be made in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a single source and under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements for Safran Risk Management software.

This notice of intent is not a request for competitive quotes/proposals; however, all responsible sources may submit a capability statement, within three calendar days after date of publication of this notice, shall be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the necessary features pertaining to this particular software as outlined in this notice.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
