Description: The Justice Management Division (JMD), Procurement Services, Staff (PSS) has the need to procure National Security Agency (NSA)-approved Tactical Type-1, Tactical Local Area Network Encryption (TACLANE) devices to secure classified information. The Taclane Devices need to be fully compatible with the General Dynamics KG-175F products and support remote management and rekeying of these devices by the General Dynamics GEM-One Taclane Management suite.

JMD is required to purchase NSA Certified Type 1 Encryption equipment to ensure the security of our communications. Historically, and normally, we are required to purchase this equipment through NSA via Interagency Agreement. Currently, NSA is no longer accepting Interagency Agreement orders for the purchase of their controlled NSA Certified Type 1 Encryption equipment. However, the NSA has approved Government agencies to procure this item directly from General Dynamics Mission Systems (GDMS).

A determination not to compete this proposed contract will be made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, “Only one source is capable of satisfying the agency's requirements”. This determination is based on the fact that GDMS is the sole manufacturer of the TACLANE KG-175F tactical encryption products approved by the NSA. No other products exist that have been approved by the NSA to secure classified information in a tactical local area network environment.

Per FAR 5.207(c)(16)(ii), all responsible sources may submit additional capability statements that will be considered by the agency. Any party responding to this notice shall send clear, factual documentation demonstrating their ability to execute this requirement. All replies must be provided to the Government no later than Friday, July 26th, 2024, at 4:00 p.m. Eastern Standard Time.
