NOTICE OF INTENT - SOLE SOURCE CONTRACT 86614624Q00003 Residential Housing Pipeline Database Subscription The U.S. Department of Housing and Urban Development (HUD) will award a sole source contract to Dodge Data & Analytics LLC for Residential Housing Pipeline Database Subscription services.

DESCRIPTION The contract objective is to provide the Department of Housing and Urban Development with an online access to the comprehensive pipeline of residential multifamily developments that have been built since 2009, are currently under construction, and includes projects in the planning stage. Such data is crucial for HUD’s EMAD economists and relevant HQ staff to build accurate project lists to analyze housing markets across the country to forecast future housing demand.

This is an online subscription service that allows users to filter through and download relevant lists of residential multifamily projects across various markets and submarkets in the nation.

The Department of Housing and Urban Development, in particular Economic Market Analysis Division of the Office of Policy Development and Research, have an ongoing need for reliable source of existing and planned residential multifamily developments in order to analyze changes in housing markets and to forecast demand for new multifamily housing.

Analysts use such data to compile project lists which are then used to produce research and reports on housing markets and to maintain local housing data and market intelligence.

A reliable database of residential multifamily developments is critical in analyzing markets and developing forecasts used to help meet the need for quality affordable rental housing, strengthen the nation’s housing market to bolster the economy and protect consumers, and increase the number of families housed through HUD’s affordable rental housing programs. This award will be issued under Federal Acquisition Regulation (FAR) section 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C.

1901- Sole Source (Including brand name) Acquisitions. Due to the unique and highly specialized nature of the requirements, only one source is capable of providing the services at the level of quality required by the Government.

Data Collection Minimum Requirements: The unique and minimum requirements for this acquisition include:

1. An online database containing residential multifamily developments dating back to 2009 that is available to users during normal business hours.

2. The platform will allow users to download files in formats compatible with Microsoft Excel. The maximum number of projects included in a single data pull shall be no less than 10,000.

3. Users shall be able to extract data by specific geographic locations that include at least the following filters: by state, metropolitan statistical area, county, city, and zip-code.

4. Ability to classify properties as: rental, for sale, group quarters, senior housing, and student housing.

5. Users ought to be able to filter projects by status: completed, underway, and in planning.

6. Projects shall be categorized by construction type: new construction, alteration, and addition.

7. Individual developments ought to include the number of units in the project.

8. Contractor shall provide point of contact with 24-hour response time to assist data user and analysts with respect to gaining/changing log-in credentials, issues with data results, the online interface, and downloadable data files.

9. The Contractor shall provide access to the database for 50 users.

10. The Contractor shall notify the Contracting Officer’s Representative (COR) prior to instituting substantial changes to the database that may affect its use as it relates to HUD’s subscription. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than February 9, 2024 at 2:00pm EST. Responses shall be submitted on to CPOFTW@hud.gov. Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company UEI No.

3. POC name and contact information.

4. The respondent shall provide information that will satisfy the requirement that includes specific product(s) and services that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above.

5. The subject line of the email shall state – 86614624Q00003 – Residential Housing Pipeline Database Subscription or it may be deleted as junk mail.

It is your responsibility to demonstrate how your product(s) and services are capable of providing the same data and functionality that exists with the services provided by to Dodge Data & Analytics, LLC. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
