NASA Human Capital and Learning & Development Advisory, Research and Benchmarking Services STATEMENT OF WORK Objective/Requirements Provide NASA’s Chief Human Capital Officer (CHCO) advisory services, access to benchmarking on human capital trends, data and other relevant current events to ensure up-to-date industry-wide scope of the human capital function.
Facilitates partnerships between other federal human capital organizations to make connections on topics of mutual interest. Provide NASA’s Learning & Development Leadership access to learning and development best practice research, benchmarks, and events. Access is provided to the senior-most executive in the specific function and select team members.
Provides NASA CHCO executive leadership team awareness of industry trends and standards, research on building tech-savvy teams, building a change-adept leadership bench, provides industry evaluation of Human Resource Business Partner trends and changes, including providing consulting services training on a variety of strategic consulting topics. Provides ready-to-access dashboards on key human capital topics, such as talent acquisition, talent development, and talent management.
Provides access with tickets to large-scale cutting-edge conferences, over 70,000 participants, to ensure training for human capital on a variety of topics, including but not limited to performance management, AI in HR, leading recruitment practices etc. CHCOs are provided one-on-one consultations on specific areas at the conferences and roundtable discussions for Executives only access. Characteristics, Scope, and Specs NASA’s CHCO and NASA CHCO executive leadership team would be provided the following:
• Research for Human Resources Roles • Benchmark on Human Capital Trends for up-to-date industry wide scope • Research, tools, templates to build tiered service delivery models • Research, tools, templates, to build technology advancements in human capital • Research and tools in change fatigue and adaptability to change leadership tools • Partnerships with out federal human capital organizations • Provides consulting services training • Provides ready to access dashboards • Provides Conference Tickets for large-scale conferences as described above • Peer & Practitioner Research • Functional Diagnostics • Tools and Templates • Peer Experiences • Webinars • Individual Inquiry • Team Inquiry NASA Learning and Development needs Assigned Service Delivery Team Research for Human Resources Roles Peer & Practitioner Research Functional Diagnostics Employee Diagnostics Peer Experiences Tools and Templates Webinars Strategy Meetings Human Resources Workshops (for Staff) Individual Inquiry Team Inquiry Provides Conference Tickets for large-scale conferences as described above Licensed Users are entitled to the following Deliverables under the Learning & Development Leadership Council Classic – Standard service: Research and Insight Decision and Diagnostic Tools Select Peer Engagement and Insights Features Executive Networking Proven Best Practices Advisory Support Learning Events (Certain Events may be reserved for the Executive) Licensed Users may deploy Functional Diagnostics to both Licensed and non-Licensed Users within NASA Period of Performance June 1, 2024 – May 31, 2025 Net 30 FOB Destination Deliver to:
