NASA/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for Aerospace, Research, Technology, and Simulations (ARTS). The principal purpose of ARTS is to provide support to NASA ARC in the performance of aeronautics and technology mission objectives, particularly the engineering services to operate, maintain, and upgrade the simulation facilities and the persistent software facilities located at ARC and the Flight Simulation Facilities at Langley Research Center (LaRC).

This competitive acquisition will result in hybrid contract consisting of Firm-Fixed Price (FFP) CLINs for Phase-in and Core Contract Management with Cost-Plus-Fixed Fee (CPFF) CLINs for Core Technical Requirements. The Indefinite Delivery Indefinite Quantity (IDIQ) component may issue FFP or CPFF task orders.

The contract will have an effective IDIQ ordering period of five years from the contract effective date, and a total core with a potential period of performance of a 12-month Base, a 12-month Option 1, a 12-month Option 2, a 12-month Option 3, and a 12-month Option 4. The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 541330 and $25.5M, respectively.

The anticipated release date of the RFP is on or about March 8, 2024 with an anticipated offer due date of on or about April 8, 2024. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
