Notice of FSA Intent to Award a Single Source Purchase Order for Software Subscription, Actian DataConnect Integration Manager

The Department of Education (ED), Office of Federal Student Aid (FSA), Acquisitions Directorate, intends to issue a firm-fixed-price (FFP) sole source award to Actian Corporation located at 2300 Geng Road, Suite 150, Palo Alto, CA 94303 for the purchase of Actian DataConnect Integration Manager. The award will have a Period of Performance (PoP) of up to three years.

The Actian DataConnect Integration Manager software is an integral in keeping the Debt Management Collection System (DMCS) operational and compliant with White House initiatives regarding collecting debt on student loans. DataConnect is an Extract, Transfer, and Load (ETL) tool that leverages integration engines to retrieve, edit, and load debtor information into the DMCS database.

The North American Industry Classification System (NAICS) code for this acquisition is 513210 - Software Publishers, size standard $47M. This notice is not a request for competitive quotations. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued; therefore, all requests for the solicitation will be considered non-responsive.

A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. All interested parties must express their interest and capabilities in writing via e-mail to Michael Pigram, Michae.Pigram@ed.gov, within three days of the published date of this notice. Submissions after that date will not be considered.

Verification of receipt of electronic transmission is the sole responsibility of the contractor. Telephone calls regarding this matter will not be accepted nor returned. If no competitive responses are received, an award will be made for Actian DataConnect Integration Manager to Actian Corporation.
