Updated 6 March 2024 to inform industry of updated anticipated solicitation release date between March and April 2024. Updated 5 December 2023 to share revised Draft Sections L and M and Updated Draft Self-Scoring Matrix. These changes lower the amount of work samples required to submit, alter criteria weightings, and adjust scoring criteria (Past Experience Factor). Attendance list from Industry Day II has also been uploaded. Updated 17 October 2023 to upload slides and the Industry Day 2 Questions and Answers.
Updated 20 September 2023 to update agenda. The 772nd Enterprise Sourcing Squadron (ESS), on behalf of the Air Force Civil Engineer Center (AFCEC), is seeking industry participation in a Virtual Industry Day on 28 September 2023 from 0800-1600 CDT for the Comprehensive Construction & Engineering (C2E) Program.
The 772 ESS and AFCEC are seeking industry feedback on their Acquisition Method for a Multiple Award Task Order Contract (MATOC) Indefinite Delivery and Indefinite Quantity (IDIQ) contract to provide regional and worldwide construction and engineering services. Currently, these services are being fulfilled through the Regional Engineering & Construction (RE&C) and Worldwide Engineering & Construction (WE&C) contract vehicles.
In addition, the Government seeks to discuss and clarify their Highest Technically Rated Offeror Acquisition Method, with a focus on taking industry through draft solicitation attachments to ensure clarity on how offerors should propose.

The government will provide a Virtual Industry Day link to all registered vendors by COB 27 September 2023. This industry day will be held via MS Teams. All information and documentation provided here and during Virtual Industry Day are pre-decisional. This does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This Virtual Industry Day Notice does not commit the Government to contract for any supply or service, whatsoever.
Furthermore, the Government is not currently seeking proposals. Responders are advised the Government will not pay for any information or administrative costs incurred in response to this Virtual Industry Day Notice. The Government will not assume liability for costs incurred by any attendees for travel expenses or marketing efforts. All costs associated with responding to this Virtual Industry Day Notice will be solely at the responding party's expense.
