USCG HQ CONTRACT OPERATIONS (CG-912) intends to award a sole source Firm Fixed Price purchase order to Smart Safety Software, Inc.’s (hereinafter referred to as “Trancite Logic Systems” or “Trancite”) for the purchase of 300 user licenses for "SCENEPD Pro v.8" sketching software. This is a software product for scene diagramming for pre- and post-incident modeling, including crash and crime scene diagramming, special event planning, post-event analysis and training.

The tool 2024 provides investigators and officers in the field with an easy to use solution to pre-plan or diagram and storyboard any crime scene, accident scene, or post-incident event quickly and accurately. ScenePD is sketching software used as a diagramming tool, to employ a library of "intelligent" objects to quickly and accurately sketch out any complex crime scene varying from domestic abuse, fire scenes and floor planning to more complex scenarios such as murder.

In accordance with FAR 6.302-1 only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. A determination not to compete this requirement is based on market research. The North American Industry Classification System (NAICS) code is 511210, business size standard is $18 million. This notice IS NOT a request for competitive quotations.

However, the Government will consider all offers received not later than 24 July 2024 12:00 PM Eastern Standard Time. The period of performance for this contract is a one-year base period with four one-year option periods as follows:

Base Period October 1, 2024 through September 30, 2025 Option Period One October 1, 2025 through September 30, 2026 Option Period Two October 1, 2026 through September 30, 2027 Option Period Three October 1, 2027 through September 30, 2028 Option Period Four October 1, 2028 through September 30, 2029 The Government will not be responsible for any cost incurred in offer preparation.

A determination by the Government not to compete the proposed procurement action based upon responses to this notice is solely within the discretion of the Government.
