The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
Government Scientific Source, Inc. 12355 Sunrise Valley Dr. Suite 400 Reston, Virginia 20191 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard $1000.
REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, March 13, 2026. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).
STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
GENERAL INFORMATION Title: Vibratome to generate organotypic tumor slices from patients' specimen Background Information: A Leica Vibratome is a highly precise slicing tool that works like an advanced, microscopic deli slicer. It uses a rapidly vibrating razor blade to cut very thin slices of fresh tissue. Unlike older methods that require freezing the tissue or embedding it in hard wax—which can damage cells—this machine slices soft, fresh tissue while it is submerged in a cold, life-supporting liquid.
By carefully adjusting how fast the blade moves and vibrates, researchers can cut incredibly thin, delicate slices without damaging the living cells. To find the best treatments for cancer, scientists need to study tumor cells exactly as they exist inside the body. The Leica Vibratome makes this possible by cutting fresh tumors into perfectly even, living slices.
Because these slices are so thin, nutrients can reach all the cells, keeping the entire tumor "neighborhood" (the tumor microenvironment) alive and functioning just as it did inside the patient. In our current clinical trials, we are using this precise slicing tool to help patients with glioma (a type of brain cancer). We first take a fresh tumor sample from a patient's biopsy, and then we use the vibratome to cut the sample into thin, living slices.
After that, we test different drugs directly on these living slices in our lab. By testing the drugs on a living piece of the patient's actual tumor, we can see exactly which treatments work best before giving them to the patient. This provides us with vital information to customize and design a personalized treatment plan for every individual. This is a necessary instrument to fufill the aim of CCR/NCI and benefits the cancer research. CLOSING STATEMENT This synopsis is not a request for competitive proposals.

Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size.
All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
