The Nashville Area Indian Health Service, Mashpee Wampanoag Health Service unit located at South Mashpee, MA, intends to award a Blanket Purchase Agreement (BPA) for various diagnostic laboratory testing. The Contractor's laboratory facilities must have accreditations by the Clinical Laboratory Improvement Amendments (CLIA) and licensed by the State Department of Health as applicable. The Contractor shall maintain College of American Pathologist Certification.

All clinical laboratory tests must be performed at the laboratory facilities under the direction and control of the contractor. Staff performing test should be at the minimum certified Technicians. The accreditation and licensing must be maintained current and valid throughout the length of the contract and extension years, if any. If the contractor loses the accreditation, licenses and/or any associated certifications during the term of the contract, the Government has the full right to terminate the contract.

The contractor shall comply with HIPPA/Privacy Rule Regulations. The contractor shall be expected to treat all proprietary information as confidential and to acknowledge that it is only authorized to disclose or otherwise divulge proprietary information to authorized employees of the Mashpee Service Unit. The contractor shall have established policies and procedures to ensure that its personnel do not disclose test results to any unauthorized individual.

The anticipated period of performance is date of award for one base year with four (4) 12 month option periods. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380, Testing Laboratories and Services with a small business size standard of $16.5 million.

This sources sought is seeking capable Indian Owned Economic Enterprises (IEE) and Indian Owned Small Business Economic Enterprises (ISBEE) or small businesses that can perform various diagnostic and esoteric laboratory testing for the South Mashpee, MA, location.

Any IEE, ISBEE or small businesses that believe they are capable of fulfilling the government requirements as described are encouraged to submit their capability statement, price lists, and catalogs to the Point of Contact listed below via email only and no later than 1:00 pm on July 5, 2024 (EST). In accordance with the Buy Indian Act, 25 U.S.C. 47, the Indian Health Service shall give preference at all times, as far as practicable, to Indian economic enterprises.
