Responses Due/Notice Expiration: Friday, March 20, 2026, 5:00 PM Pacific Time (PT) Portland Area Indian Health Service (PAIHS) is seeking responsible vendors to provide a clinical chemistry analyzer lease/rental and support solution for Chemawa Indian Health Center, Western Oregon Service Unit (WOSU), located in Salem, Oregon, Yakama Service Unit (YSU), Warm Springs Service Unit (WSSU), and Fort Hall Service Unit (FHSU).

This requirement supports outpatient primary care services and requires continuity of laboratory operations. The anticipated period of performance includes a base period of one year, starting in April 2026, and may include up to four (4) option periods of one year each. See the attached Requirements Document for details. The purpose of this notice is to obtain information regarding:

(1) the availability and capability of all qualified native small businesses, small businesses, or large businesses;

(2) whether they are HUBZone small businesses; service-disabled veteran-owned small businesses (SDVOSB); veteran-owned small businesses (VOSB); 8(a) small businesses; woman-owned small businesses (WOSB); small disadvantaged businesses (SDB); Indian Small Business Economic Enterprises (ISBEE); and/or Indian Economic Enterprises (IEE); and (3) their size classification according to the applicable North American Industry Classification System (NAICS) code identified below.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible, and the information may be used by PAIHS located in Oregon, Washington, and Idaho for market research purposes. This notice is in accordance with 25 U.S.C. 47 (Buy Indian Act) with preference to be given to Indian Small Business Economic Enterprises (ISBEE) and/or Indian Economic Enterprises (IEE), as applicable.

NAICS Code: 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing Small Business Size Standard: $40.0 million (average annual receipts) Interested parties shall not be reimbursed for costs associated with preparation of their responses. Any proprietary information should be marked. Interested organizations presenting a Capability Statement in response to this Sources Sought Notice must identify their size status.
