The Indian Health Service (IHS), Portland Area Office intends to issue multiple orders in support to extend the Portland Area Wide Telephone Services for up to 3 years with its local exchange carrier per FAR 13.106-1(b), solicitation from single source. Lumen is the Local Exchange Carrier (LEC) for phone services at the Portland Area of Responsibility. The Portland Area Indian Health Service (IHS) is transitioning to the EIS Telecommunication contract for telecommunication services.
Each facility will be responsible for managing its voice accounts. There are 8 facilities in Portland Area located in Washington and Oregon. This request does not include equipment, software, or changes to existing services. This request does not require cabling changes or other physical changes. The existing facility phone system will not change. The IHS Office of Information Technology (OIT) is preparing a contracting vehicle process for all IHS facilities.
This request is temporary process until the IHS OIT completes their new system. Lumen is the source of existing telephone service for the Portland Area Office. No services are changing and no equipment is requested. The NAICS code is 517810. To assist interested sellers, the affordability for this service during contract performance, the Government estimates the magnitude of the base year not to exceed $67,500.00. Orders for the facilities ranges from $3,000.00 to $11,400.00 annually.
In accordance with 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. Interested parties shall not be reimbursed for costs associated with preparation of their responses. Any proprietary information should be marked. Interested organizations presenting a Capability Statement in response to this notice must identify their size status. Responses should include:
(1) Business Name, (2) Point of Contact Name, Phone Number, and E-mail Address, (3) UEI, and NAICS code, (4) Business Size SMALL OR LARGE, (5) Type of Business NATIVE OWNED, SERVICE DISABLED VETERAN OWNED, VETERAN OWNED, 8A, HUBZone, WOMEN-OWNED, etc., (6) Demonstration capability, and capacity to furnish services or supply within the geographic area (Including evidence as LEC).
All capability statements sent in response to this notice must be submitted electronically (via email) to the Point of Contact below in MS Word or Adobe Portable Document Format (PDF). All information submissions shall be received via e-mail to PORAOAcquisition@ihs.gov. E-mail shall include reference ID No. “75H71324Q00065/Interested Seller Company Name” on the subject line in order to be considered.
