Notice of Intent to Issue Sole Source Award

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Office of Information Technology (OIT), intends to award a Contract on a sole source basis to Momentive, Inc. San Mateo, CA for the SurveyMonkey Enterprise Tier 3 Subscription which is used by IHS for data collection to identify trends, facilitate agency-wide improvements and responding to stakeholders across the agency.

The anticipated period of performance will include a one (1) -year base period and a four (4) -year option periods from 03/24/2024 to 03/23/2029. The sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) - only one source reasonably available due to Exclusive Licensing Agreement. Market research has identified Momentive, Inc is the authorized vendor in the open market capable of providing the required software for IHS.

It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement. The North American Industry Classification System (NAICS) code is 513210 – Software Publishers, with a size standard of $47 million. The Product and Service Code (PSC) is 7A21 – IT and Telecom – Business Application Software Perpetual License Software.

Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs.

At this time, no solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of quotes received in response to this notice. If no affirmative written responses are received by 03/15/2023 @ 12:00 p.m. Eastern Standard Time (EST) a contract may be awarded to Momentive, Inc.
