Luminex MAGPIX xPonent System

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Centers for Disease Control and Prevention (CDC) National Center for Immunization and Respiratory Diseases (NCIRD) intends to award a firm fixed price purchase order to Luminex Corp. 12212 Technology Boulevard Austin, Texas 78727-6100. Under the authority of FAR 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency requirements.

The requirement is for the Purchase of Two (2) Luminex MAGPIX xPONENT System,from Luminex Corporation. This instrument is particularly well-suited for use in a BSL-3 laboratory, where most of our testing activities are conducted, due to its small footprint, lightweight design, and compatibility with decontamination process when necessary.

We will also need to use this equipment inside the biosafety cabinet, so it is very important to have an equipment that is compact and light to get in and out of the cabinet so we can be safety compliant. MAGPIX instruments have been used by our laboratories, using another product would not ensure the consistency of results and we won't be able to refer to past data or compare results across the different laboratories.

The MAGPIX instruments can only be purchased from Luminex Corporation directly as they are the only company that can sell and manufacture the MAGPIX. The anticipated award date of this action is on or before September 29, 2025. The applicable NAICS code is 334516- Analytical Laboratory Instrument Manufacturing. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.

Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the warranties and proof as being capable of providing the requesting services. Capability statements shall not exceed 2 (8.5 x 11 inch) pages using a font size no smaller than 10-point.

All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 3:00 PM Eastern Standard Time (EST), August 28, 2025.
