In accordance with FAR 6.302-1, The Department of Health and Human Services, Administration for Strategic Preparedness and Response (ASPR) hereby submits a notice of intent to award a Sole Source Firm Fixed Price (FFP) Task Order for Medical Industry/Bioeconomy Security Strategic Support Services award to ICF Incorporated, LLC. The purpose of this requirement is to assist Administration for Strategic Preparedness and Response (ASPR) with delivery of disaster services across the continuum of healthcare, public health, and emergency management systems by identifying and analyzing the broad spectrum of existing disaster healthcare preparedness, response, and recovery knowledge centers and technical assistance centers activities as well as recommend new functions and capabilities.

The contractor shall assist with how ASPR TRACIE can continuously improve, leverage and integrate various domains, while continuing to develop unique features and characteristics. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This hereby constitutes a synopsis of the options included in this requirement.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. Any changes to sole source must be received in writing. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government’s needs as stated herein. This is not a solicitation for competitive quotes.

However, if any interested party that can provide these services may submit a response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. Any changes to sole source must be received in writing.

Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government’s needs as stated herein which if in timely received, will be considered. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. After a review of the responses received, a pre-solicitation notice, and solicitation may be published on a government point of entry (GPE). Furthermore, responses to this notice will not be considered adequate responses to a solicitation.
