USAID/Ukraine RFI 72012124RFI00004: USAID/Ukraine Rail Construction Project

Dear Interested Parties: The United States Agency for International Development (USAID) seeks information for potential upcoming construction programming in Ukraine. Interested parties should submit their responses electronically to Ms. Lucia Sandefur at kyivrcoci@usaid.gov and Mr. Carter Saunders at casaunders@usaid.gov with the subject title “USAID/Ukraine RFI Rail Construction Project” by July 1, 2024, COB Kyiv time. Responses to this RFI may be written in English or Ukrainian.

Per FAR 52.215-3, this is not a solicitation and should not be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award based on this RFI or to pay for any cost incurred in the preparation and submission in responses to this RFI. Responding to this RFI will not give any advantage in a subsequent procurement. Responses received may be used for planning and design purposes; and the received information will not be released publically. The full RFI can be viewed and downloaded at www.sam.gov.

Requested Information: USAID requests contact information, capabilities, and past work experience from Design-Build firms/consortiums for the delivery of a proposed upgrade to a 75-kilometer (47-mile) section of Ukrainian railway infrastructure between the city of Lviv and the Mostyska II freight terminal (as represented in the image below). Interested firms/ consortiums shall submit the information as detailed below.

The principal geographic code is 935. Information submissions should include the following information: Contact details; Description of organisation/consortium structure. In case of a consortium - please specify your role/responsibilities; Technical, financial, and management capabilities; Relevant experience (up to three examples of prior projects of similar scale, environment, and complexity led and completed).
