USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position, Justice, Rights, and Security (JRS) Rule of Law (ROL) Advisor, at the GS-14 equivalent level for USAID’s Bureau for Democracy, Human Rights, and Governance (DRG). The JRS ROL Advisor provides strategic leadership and technical expertise in ROL programming to USAID’s overseas missions, and DC based bureaus, and offices. The Advisor serves as the contracting officer representative (COR) for the ROL IDEAS Lab.
As an expert in ROL systems, the Advisor promotes USAID ROL policy in forums such as conferences, workshops, and panels, and trains USAID ROL and DRG cadre in design and implementation of ROL programming. These general responsibilities will be carried out through a combination of Washington, DC-based support and overseas TDYs. The geographic scope of the Advisor’s work is world-wide and varied to reflect changing country and political context.
The duration of the contract period is anticipated to be one, two-year, base period with three optional one-year periods for a maximum duration of five years in total. The solicitation will be published on System for Award Management (SAM). Interested parties are advised to periodically monitor this website for updates on this potential opportunity.
