The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a single source basis and award a contract to Trade Center Management Associates -Washington, DC (TCMA) in accordance with FAR 13.106-1(b).
No other supplies or services providers are authorized to provide event management services required by the program office at the Ronald Raegan Building International Trade Center, 1300 Pennsylvania Avenue NW, Washington, DC 20004 I&A is playing a key role in the Indo-Pacific Economic Framework for Prosperity (IPEF) supply chain line of effort and has core responsibilities in helping to implement the agreement and ensure that the United States and its IPEF partners realize tangible supply chain resiliency benefits from their participation.
The United States and its 13 IPEF partners announced the substantial conclusion of negotiations for the Supply Chain Pillar (Pillar II) in May 2023. Pillar II went into effect in February 2024. Through the agreement a Supply Chain Council and a Crisis Response Network have been formed, through which the IPEF partners will, among other things, pursue common approaches to assessing and preparing for supply chain risks and identifying critical sectors and key goods integral to economic success in the IPEF region, and, develop mechanisms to respond to supply chain crisis.
I&A is organizing the first in person Supply Chain Council (SCC) meeting on September 12, 2024 in Washington DC and will help host the first in person Crisis Response Network (CRN) on September 13, 2024. I&A is soliciting space and assistance for a 1-day in person SCC meeting on September 12 (approximately 8:00 AM – 4:30 PM), and a ½ day CRN meeting (approximately 8:00 AM – 1:30 PM) on September 13. Attendance at the in-person SCC meeting would be for approximately 60 participants.
Attendance at the in-person CRN meeting would be for approximately 60 participants. These participants will be representatives from some or all of the 14 IPEF member countries: Australia, Brunei Darussalam, Fiji, India, Indonesia, Japan, Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, United States, and Vietnam.
This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received prior to the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government.
Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Trade Center Management Associates -Washington, DC (TCMA).
