This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The solicitation number is 70Z08425QDL940007 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted).

This requirement is for the U.S Coast Guard to procure thirty (30) Invictus Mounted/Dismounted Single COMM, product ID: VHC.S.H07.47 and thirty (30) Mounted/Dismounted PRC148/152 Bailout AD, product ID: VHC.A.001.18. (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. (C) This acquisition is issued as Unrestricted. The associated NAICS code is 423690. The type of contract is a FIRM FIXED PRICE. (D)

Description/Statement of Work/Specification: Please refer to attachment – Schedule (E) Date(s) and place(s) of delivery and acceptance:? Purchase Order must start within 7 days of accepting award. The place of performance for this service is USCG Port Security 312, 1020 N Access Rd, San Francisco, CA 90731-0200. (F) FAR Provision 52.212-1, Instructions to Offerors—Commercial (Sep 2023), is incorporated by reference and applies to this acquisition: Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required SOW. (G)

Evaluation FAR Provision 52.212-2: The government will award a contract resulting from this request for quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest price Technically Acceptable (LPTA) quote. The lowest priced quote will be evaluated on technical acceptability, if it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified.

(H) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.
