INTENT TO AWARD SOLE SOURCE: Sayari

The United States Coast Guard: Maritime Intelligence Fusion Center Pacific, intends to negotiate a sole-source acquisition with Sayari Analytics Inc. for subscription services to Sayari and Sayari Graph with the approximate start date as soon as possible. Sayari Graph provides hard-to-access federal, state, and local public records data from over 180 jurisdictions. These records will include corporate ownership and subsidiary information, and customs data.

Sayari will also provide analytical tools to conduct network analysis of its structured data. Sayari provides unparallel access to difficult-to-acquire federal, state, and local public records data from countries in the Middle East, Eurasia, East, South, and South East Asia, and the Western Hemisphere. These records include dynamically collected and continuously updated corporate ownership and subsidiary information, and customs data which we would otherwise be unable to access.

Sayari also provides analytical tools to conduct network analysis on its structured data, translation capability, and the capability to quickly graph data relations. Sayari collects business records from hard target countries that are not available online. Sayari is also able to structure the collected, provide analysis on data connections, and provide documentation not included in datasets that have been useful in investigations.

Sayari has been used to effectively support investigations for targets in Mexico, Venezuela, Europe and Iran among other countries by providing corporate ownership and commercial relationship data and includinparticularly access to original source documentation of various official public records government registries. A 12-month period is being contemplated for this acquisition. These services are currently in place under contract 2032H318C00012. No solicitation package will be issued.

This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 8.00 AM, EST on 17 May 2024. Responses shall be submitted to Jessica Adkisson at Jessica.p.adkisson@uscg.mil. Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company Unique Entity ID and CAGE Code;

3. Point of Contact, and secondary contact, information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above.

The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.
