The Contractor must provide all supervision, labor, equipment, parts, and materials on order to provide complete laboratory testing services for aviation fuel in accordance with the specifications provided in this scope of work. The testing will consist of density, relative density, gravity of fluids, visual, flashpoint, ice inhibitor, and particulates. The major objective of the aviation fuel program is to deliver clean, dry, and correct fuel to aircraft.

This scope of work describes the sampling and testing requirements for aviation fuel. The type of aviation fuel in use at USCG Base Elizabeth City is JP-5. USCG Base Elizabeth City will be responsible for taking the samples and providing the samples to the laboratory.

The laboratory will be responsible for analyzing the samples and providing the test results to USCG Base Elizabeth City 1664 Weeksville RD, Elizabeth City, NC 27909. All quotes must be submitted by NOON Eastern Time on AUG 4, 2025. All quotes must be submitted via email to Tami.N.Clark@uscg.mil. Ensure blocks 14 (Include UEI) through 20c and 30a, 30b and 30c of the SF 1442, and pricing are completed before emailing.

Source Evaluation: Lowest Price Technically acceptable. Unit COR Josh Carr @ steven.j.carr@uscg.mil This procurement is 100% set-aside for Small Businesses using NAICS code of 541380 The small business standard is $19 Mil.

All eligible responsible sources may submit a quote which shall be considered by the United States Coast Guard, however those submitting quotes that do not have an active vendor record at SAM.gov or meet the size requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award. The Government reserves the right to cancel this solicitation.

The Government contemplates the award of a Firm-Fixed Price contract resulting from this solicitation. *Site visit is not required for this action but is highly encouraged. Contact the unit COR to request a site visit. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON July 28, 2025. An amendment may be posted to clear up any ambiguities or answer all questions received at one time. No oral questions will be accepted. Q&A 1 posted 7/28/2025
