Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. y (ii) The solicitation number 70Z08124QELIZ0001 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2024-05, effective May 22, 2024. (iv) This solicitation is a Total Small Business Set-aside pursuant to FAR 19.502-2.

The NAICS code is 335312 and the small business size standard is 1250 employees. (v-vii) See the attached SOW and/or solicitation form for a description of the requirements, the list of line-item number(s) and items, quantities, units of measure (including option(s), if applicable), date(s) and place(s) of delivery. All quotes shall be FOB destination unless specifically mentioned otherwise. (viii-xii) This solicitation incorporates by reference (Federal Acquisition Regulation) FAR 52.212-1 and 52.212-4.

FAR 52.212-3 and 52.212-5 are attached. Offerors are advised to include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their offer. Provision 52.212-2, Evaluation-Commercial Products and Commercial Services, is also attached. (xiii) If this solicitation is for services, then FAR 52.237-10 Site Visit applies.

Offerors or quoters are urged/expected to do a site visit at the location where the services are to be perform and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.

In no event shall failure to inspect the site constitute grounds for a claim after contract award. (xiv) This is a not a Defense Priorities and Allocations System rated order. (xv) All quotes must be submitted by NOON Eastern Time on June 7, 2024. All quotes must be submitted via email to Tami.N.Clark@uscg.mil and Frank.M.Powers@uscg.mil. (xvi) All questions regarding this Solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than Close of Business June 4, 2024 or your questions may not be answered.
