4240 - Notice of Intent to Sole Source: MSA SCBA G1 Assembly and Parts

This is a Special Notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only Notice of Intent (NOI) to Sole Source (SS) and synopsis of proposed action. The U.S. Coast Guard Surface Forces Logistics Center intends to issue and award a Sole Source single award Firm-Fixed Price type Requirement contract for G1 SCBA Assembly and Parts with MSA Safety Sales, LLC. 1000 Cranberry Woods Drive, Cranberry Township, PA 16066-5207.

Market research indicates only MSA manufactures SCBAs that are compatible with the Coast Guard's existing inventory of 9,632 MSA air cylinders, which are distributed across all Cutters and many boats of the Surface Forces and at many shore locations. Switching to another SCBA brand would require the Coast Guard to replace its entire cylinder inventory, and to completely refit the USCG laboratories currently resourced to test, repair, and recertify MSA equipment.

Market research also confirmed , per OSHA and NIOSH standards, SCBA cylinders and components cannot be interchanged between different manufacturers without voiding the NIOSH certification. MSA is the only source that can meet the Coast Guard's needs for compatibility with existing equipment. The statutory authority for this non-competitive acquisition as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements .

The North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 800 employees, and the FSC/PSC is 4240 Safety and Rescue Equipment. The Government intends to acquire commercial items in accordance with FAR 12, FAR 15. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSAL.

Interested parties may identify their interest and capability to respond to this requirement no later than 1:00 PM Eastern Standard Time 22 May 2024. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice as well as compatibility.
