AMENDMENT 8 is to extend the deadline to June 6, 2025. AMENDMENT 7 IS TO ANSWER THE FOLLOWING QUESTION:

QUESTION: 1. Can we please get a copy of Appendix A? Referenced in the SOW para 8.4 (below). 8.4 Technical Data The USCG will utilize contractor-provided data as required to maintain the NVIS compatible LED indicator assemblies. Within 21 days of delivery of the first set of production panels, the Contractor shall provide one set of the technical publications listed in Appendix A. The contractor shall provide drawings, technical publications, publication updates, amendments, and related information, as requested by the USCG.

ANSWER: 8.4 Technical Data has been revised and updated to read “The USCG will utilize contractor-provided data as required to maintain the LED indicator assemblies. Within 21 days of delivery of the first production deliveries, the contractor is required to provide one set of any applicable OEM technical publications, drawings, publication updates, amendments, and related information, if available.” AMENDMENT 6 is to extend the deadline to May 22, 2025, at 12:00 p.m. EDT, and answer the following question:

QUESTION: Will the Schedule of Supplies - 70Z03825QB0000061 spreadsheet (attached for reference) be updated to remove the OP1 tab?

ANSWER: The Schedule of Supplies has been revised and updated to remove the OP1 tab. AMENDMENT 5 is to amend the title, answer a question and make corrections to Table 7.2 of the Statement of Work:

QUESTION: Please clarify the items requested in option 1. Referencing "Schedule of Supplies - 70Z03825QB0000061" spreadsheet, Base quantities are clearly defined for both the light capsules and switch bodies for the "1...2" indicators. Option 1 sheet shows quantities for light capsules only for "FAIL", "CLOSED", and "OPEN" assemblies, and quantities for switch bodies only for "LIMIT", "WARNING", and "1...2" assemblies. Is it the intent of the offeror to have the contractor supply only indicators with no switching functions for the "FAIL", "CLOSED", and "OPEN" assemblies and indicators with switching functions for the "LIMIT", "WARNING", and "1...2" assemblies?

ANSWER: There is no reference to an “Option 1” sheet where it indicates any of the other indictors or switch assemblies. The Statement of Work only references the 1…2 switch lighted capsule and switch assembly. They are referenced in Sections 3.2 and in Section 7.2 of the Statement of Work. We are only requiring the 1…2 Light Emitting Diode (LED) capsule and the Switch body. (Preferably a 10-PIN DOUBLE POLE/DOUBLE THROW, NORMALLY OPEN, MOMENTARY CLOSED). For the purposes of this solicitation, we are not asking for any other indicators or switches, just the one indicated on the schedule of supplies and statement or work. AMENDMENT 4 is to answer the following question:

QUESTION: The switch/cap on the float switch looks to be equivalent to the multiple switch assemblies on the previous effort 70Z03821QB20005. We have a drop-in solution that appears to meet the requirements but curious why there would be a need if a solution was found for the other switch/caps?

ANSWER: The other components were either just indicators or were a Single Pole/Single Throw switch. The problem came when a Double Pole/Double Throw component was needed and the solution for THAT component did not satisfactorily meet the requirements. They were using two Single Pole/Single Throw switches that were activated independently by pins inside the switch body.

There was an issue of switch activation for their solution that allowed one switch to activate and not the other if the capsule was pressed anywhere other than directly in the center. In an emergency situation, it is very unlikely that someone pressing that switch to be exactly on the center. The Double Pole/Double Throw component switch is highly preferred but not required. AMENDMENT 3 is extending the closing date to May 08, 2025, at 4:00 pm EST and answering the following questions:

QUESTION: Are the dimensions given in Table 7.2 for the panel cutout or for the switch itself?

ANSWER: The width and height are measurements of the panel cutout. Length is the total measurement of the switch body with the indicator installed. Of note, due to break-away Mica film that covers the indicator, the indicator cannot protrude more than 0.450” from the panel.

QUESTION: Would an adapter be suitable to accommodate a smaller indicator?

ANSWER: Due to tolerances of the Mica window assembly and lighted panel, an adapter is not preferable.

QUESTION: What functionality does the switch need i.e. latching, momentary, etc.” ANSWER: The switch should be a normally open, momentary functionality and mee the other requirements listed in the Item Description section of Table 7.2.

AMENDMENT 2: Extending the deadline to May 1, 2025. AMENDMENT 1: Extending the deadline to April 17, 2025. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Solicitation number 70Z03825QB0000061 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 Effective January 17, 2025. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This is a Total Small Business Set-Aside requirement.

All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order will be awarded as a Total Small Business Set-Aside as a result of this synopsis/solicitation. All parts must have clear traceability to the Original Equipment Manufacturers (OEMs). Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM approved source.

Parts must be approved in accordance with Federal Aviation Administration (FAA) guidelines to ensure safety of our aircrew.

The Government shall ensure all procurements are awarded without jeopardizing quality or safety of flight. Only the use of airworthy commercial specifications or standard military specifications/military standard parts will be utilized and approved from this solicitation. Newly manufactured commercial items will only be procured from sources able to provide a Certificate of Conformance (COC) and traceability to the OEM. The Federal Aviation Regulation, Part 21, outlines certification procedures.
