Background: ESD is conducting market research to complete recommended repairs on four (4) Tow Tractor Model MT3 Standard Aircraft Towing System (SATS).

As part of the Industry Day, the USCG will be requesting a Rough Order of Magnitude (ROM) be submitted by all interested parties by July 09, 2024. ROM information provided by vendors will not be released to the public or any other vendors. This information is for market research purposes only.

Questions shall be submitted after the event, in writing to the primary point of contact listed below by July 02, 2024. Only questions received in writing will be answered and posted to SAM.Gov. After the review of ROM’s and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on SAM.gov. Respondents are advised that the USCG will not pay for any information or administrative cost incurred in response to this Industry Day notification including participation.

The United States Coast Guard (USCG) operates Tow Tractor Model MT3 Standard Aircraft Towing System (SATS), at Air Station Clearwater for small to mid-range, all-weather USCG aircraft movements and as a work deck for use as a multi-purpose vehicle for aircraft support equipment. As a primary task, documentation shall be submitted for mandatory repair actions to return the Tow Tractors to a fully operational service status. The evaluation will consist of four (4) Tow Tractors.

All discrepancies, unserviceable and Beyond Economic Repair (BER) conditions for installed components shall be considered the “Above and Beyond” repairs, not included in the TTE price. The evaluation shall diagnose each discrepancy identified for correction. The Contractor shall evaluate each component discrepancy for repair or replacement and provide the findings to the USCG. The USCG will make the BER determination.

Replacement or repairs required for returning the Tow Tractors to a fully operational and mid-service-life overhaul "like new" status shall be approved by the USCG prior to the Contractor performing. The physical condition of all installed components of the tow tractor shall be inspected IAW OEM specifications and standards for overall condition, damage, appearance, and function; to include areas of corrosion and missing paint. OEM (Tug/Textron) parts shall be used in the repair of the Tow Tractor.

Any equivalent parts shall be approved by the USCG POC prior to use. The repair quote shall identify which parts are OEM and which are equivalents for USCG determination. The repair quote shall include the following as a minimum: - Description of the discrepancy. - Limits of damage (if applicable). - Labor hour costs. - Parts/Material costs. - Total cost for each discrepancy repair. - Total cost to return the Tow Tractor to ready for use condition.

Prior federal contracting experience is not required.
