General: This is a combined synopsis / solicitation for the US Coast Guard Air Station New Orleans to receive training to drive an International 4400 DT530 Westmor Fuel Truck. A three part requirement for a restricted CDL Class A license, a Hazardous Materials (HAZMAT) endorsement and a tanker endorsement. The Westmor Fuel truck is a Coast Guard owned vehicle with an automatic transmission and this is the vehicle that will be used for training.
The fuel truck will be empty and without HAZMAT placards prior to training. None of the trainees have permits, however the state of Louisiana will issue a restricted CDL license to active duty military. Each of the six (06) drivers / trainees have received baseline training to drive this vehicle and are familiar with the Westmor Fuel Truck. The driving portion of the test will be held at the Air Station New Orleans helicopter ramps in a large open space with plenty of room for driving and maneuvering the vechicle.
Requirement: This solicitation must result in a Class “A” restricted CDL with HAZMAT Endorsement for six (06) Coast Guard members. Members will require permitting prior to practical training. Period of performance can commence anytime before April 1st 2024. The end date for training depends on the amount of time for the contractor to complete the training. Ideally, the USCG prefers the training to be completed in 8 to 12 weeks.
Place of performance – This training (both classroom and driving) will take place at USCG Air Station 400 Russell Avenue New Orleans, LA 70143. Hours are Monday through Friday from 08:00 until 3:30 pm. USCG Air Station New Orleans also has classroom facilities for contractor use. CDL Permit training will consist of classroom training to include, General Knowledge, Airbrakes and Combination learning. Member will complete the permit written test on their own accord at the local OMV prior to beginning CDL Training.
The Class “A” CDL training will consist of a pre-trip practice, backing maneuvers (straight, offset and 90°), and driving on the open road. Training will culminate in a proficiency assessment and written exam. HAZMAT Endorsement as per TSA requirements. The USCG understands the mandate for fingerprinting and background checks for a HAZMAT endorsement. Please incorporate this cost into your quote. A Firm Fixed Price service contract will be awarded to the contractor with the lowest priced quote.
The only evaluation factor for this requirement is price. This is set aside 100% for small business and all contractors must be actively registered in Sam.Gov. Submit quotes to sterling.t.davis@uscg.mil by 3:30pm CST on February 16th, 2024. Payment will be made by Visa card or Purchase Order. Payment terms are Net 30. Federal Acquisition Regulations and Department of Labor Wage Determination 2015-5189 is attached and is applicable.
