Please note this solicitation has been modified to include a basic wage determination WD 2015-4281. Please note that the locality is Washington DC and offerors should refer to their locality wage determination because the place of perormance identified in the PWS is the offeror's facility. Please note this solicitation has been modified on 8/15/24 to provide a Q&A document which answers all questions received before the question deadline. Instructions to Offerors has also been updated to reflect SAM UEI vice DUNS.

Please note this solicitation has been modified on 8/9/24 to update the pricing spreadsheet Attachment 2. Please note as per the ASAT Course RFQ Instructions to Offerors, that "Offerors shall use the price schedule in Attachment 2, Pricing to indicate the firm fixed price for this requirement in their quote. Offerors are required to propose on all contract line items."

The purpose of this requirement is to obtain Contractor-provided Maritime Active Shooter/ Active Threat Response (ASAT) courses to Coast Guard Law Enforcement Offices who may be required to respond to Active Shooter threats in the maritime domain in the exercise of Ports, Waterways and Coastal Security Mission. The Contractor shall provide all materials, equipment training facilities, and instructors to deliver a DHS Active Shooter/Active Threat (ASAT) Responder course with a maritime nexus.

The contractor shall provide two (2) Maritime ASAT Responder courses consisting of 20-25 USCG members each session.

The courses required shall include the following 13 topics: initial response to an active threat; handling suspects with visible weapons; rapid response techniques; door entry and room clearing; active threat considerations; clear and cover danger areas; safe weapons handling for tactical operations; contact and cover techniques for tactical applications; tactical use of cover and concealment; coordination of contact teams; non-traditional response techniques to save lives; proper body movement techniques in tactical applications; search and rescue teams.

These topics shall be delivered in a format that aligns with established Coast Guard law enforcement authorities, procedures, and Tactics, Techniques, and Procedures (TTP) procedures to address hostile threats in the maritime environment.
