Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is 70Z02324Q92200020 and is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This Solicitation is set-aside for total small business in the associated NAICS code of 336612 with a small business size standard of 1,000 employees.

A Description of the requirements can be found in the attachment I Statement of Work (SOW). All clauses can be found in Attachment III Clauses. All provisions can be found in Attachment IV Solicitation Provisions.

Questions All questions must be submitted in writing via email to the Contract Specialist Micha Wisniewski at Micha.A.Wisniewski@uscg.mil with a copy to the Contracting Officer Christina Ayers at Christina.L.Ayers@uscg.mil no later than 5:00 PM EST on Wednesday, August 28, 2024. Questions must be written in a way that enables clear understanding of the Offeror’s issues or concerns.

Statements expressing opinions, sentiments, or conjecture are not considered valid inquiries and will not receive a response Offerors are highly encouraged to ask questions instead of making assumptions. The Government will publish questions and answers (without attribution to the company submitting the question) within a reasonable timeframe considering the submission due date and time.

Submission of Offers Offerors shall submit an electronic version of their quote in word or adobe pdf format via email to the Contract Specialist, Micha Wisniewski at Micha.A.Wisniewski@uscg.mil with a copy to the Contracting Officer, Christina Ayers at Christina.L.Ayers@uscg.mil no later than Wednesday September 12, 2024 at 5:00PM EST. All quotes must comply with the supplement to the provision FAR 52.212-1 Instructions to Offerors- Commercial Products and Commercial Services found in Attachment IV Solicitation Provisions.

This RFQ shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Offerors are solely responsible for this RFQ’s submission costs.
