This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a sole source contract award to L3 Harris Technologies for the procurement of nine (9) Minotaur Mission Systems Radar Internal Cards in support of the HC-130J fleet. Radar Internal Cards are currently installed within the AN/APY-11 MMR Processor. The AN/APY-11 MMR is installed on the HC-130J currently performing USCG missions.

The AN/APY-11 MMR is a critical component of the Minotaur Mission System (MSS+), which provides the HC-130J the capability to perform maritime law enforcement as well as search and rescue missions. The USCG announces its intent to enter into a contract award on a sole source basis with L3 Harris Technologies under the authority of 10 U.S.C.

2304(c)(l): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

The specific requirements that makes L3 Harris Technologies the only contractor capable of providing the Minotaur Mission Systems Radar Internal Cards is that they are the sole authorized representative in the United States of the original equipment manufacturer, ELTA Systems Ltd. L3Harris is the only source that possesses the proprietary data rights and methods to ensure the latest design configuration, manufacturing, and quality control required to produce the MMR compatible radar cards to the latest requirements and specifications for the USCG C-130J in the most cost-effective manner.

Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations.
